There are a couple of things that could result in hard tortillas, either the dough was overworked, or there isn't enough fat. Try this recipe it works for me:
3 cups All-Purpose flour
2 tsp. baking powder
1 tsp. salt
5 Tbsp. Crisco
about 1 1/4 cups warm water
First mix the dry ingredients in a large bowl.
Next cut in the Crisco, by using a fork to press and mix it into the flour mixture.
Next add the warm water a few ounces at a time until your dough is soft and no longer sticks to the bowl.
Knead the dough for a for about 2 or 3 minutes.
Divide the dough into a dozen small balls.
Let the dough rest at room temperature for about half an hour.
To roll them out flour a dry surface and add a little sprinkle over the dough balls. Mash the ball flat and begin to roll towards yourself with gentle but firm pressure. Litf and turn, Repeating the process until the tortillas look the way you like them.
